Description
Monticello Nuclear Generating Plant is a single unit boiling water reactor, located about three miles northwest of Monticello, MN, and 40 miles northwest of the Twin Cities on the banks of the Mississippi River.
Summary
This position is responsible for managing the Regulatory Affairs Department. The Regulatory Affairs Manager directs activities required to provide licensing and regulatory compliance resources to support continued plant operations in accordance with applicable regulations and licensing bases documents. The Regulatory Affairs Manager also serves as communications focal point between NRC and plant staff.
Essential Responsibilities
- Manage the plants coordination of NRC inspection activities. Manage the evaluation and resolution of issues raised by NRC staff with the objective of ensuring violations or significant regulatory concerns are resolved appropriately. Implement the company process that assure information provided to the NRC is complete and accurate in all material respects.
- Manage the preparation and timely submittal of licensing documents required for maintaining the operating license (e.g., Technical Specification change requests, generic communications). Implement the company process that ensures information provided to the NRC is complete and accurate in all material respects.
- Provide assistance to plant staff in the use and application of NRC regulations and Technical Specifications. Support plant compliance determinations and resolution of degraded and nonconforming conditions, as requested. Implement the company process that ensures information provided to the NRC is complete and accurate in all material respects.
- Manage preparation of regulatory compliance submittals to the NRC (e.g.,Licensee Event Reports, responses to inspection reports and Notices of Violation). Implement the company process that ensures information provided to the NRC is complete and accurate in all material respects.
- Support continued plant operation through the management of the reportability evaluation process.
- Manage NRC commitments and changes to NRC commitments.
- Develop and maintain qualified staff.

Qualifications
Required
Bachelor degree in Engineering or science or related field, or equivalent combination of experience and education.
Management or Business related training or education such as a MBA or BBA a plus.
License certification or SRO license is desired.
Prior experience in Licensing or Regulatory Compliance is preferred as is familiarity with the NRC regulatory requirements and processes, nuclear industry organizations, experience managing diverse technical issues and organizations.
Ability to manage in a highly stressful, time constraining, regulatory environment and to maintain a professional relationship with regulatory agencies.
A condition of employment will be successfully obtaining and maintaining General Security Clearance and a Nuclear Security Clearance for unescorted access to Xcel Energy nuclear plants including successful completion of nuclear General Access Training (GAT) and the nuclear security screening process (typically consists of an alcohol/drug screen, a criminal history check, a psychological assessment, initial credit and background investigation and periodic credit & criminal history checks).
